Since 1934, ranchers in the West who draw upon the public lands for some part of their range use are suppose to own a core of private land where irrigated pasture or hay lands can provide winter forage for their animals. The tacit assumption is that these landowners will be better stewards and will have a vested interest in caring for the public lands. -hence the phrase The Home Ranch-
